As federal civilian agencies push to drastically reduce administrative bottlenecks, the General Services Administration (GSA) is heavily investing in the modernization of its enterprise IT and accounting systems. In a major civilian tech award, CGI Federal has officially secured a sweeping CGI Federal 251M GSA financial management modernization contract. The massive agreement ensures the company will continue to provide critical maintenance, secure hosting, and operations support for the Pegasys financial system and GSA’s broader
Multi-Tenant Shared Application (MSA) environment.
Leveraging Momentum-as-a-Service
To execute this massive modernization effort, CGI Federal will operate Pegasys and the MSA within a FedRAMP Moderate environment hosted on Amazon Web Services (AWS). This architecture is delivered through the company’s proprietary Momentum-as-a-Service subscription model. Rather than forcing the government into fragmented software and hosting agreements, this model seamlessly bundles software licensing, cloud hosting, and managed services into a single, predictable annual arrangement.
Crucially, the system strictly aligns with the Department of the Treasury’s Financial Management Quality Service Management Office (FM QSMO) guidelines. By adhering to this framework, CGI Federal ensures that the financial management capabilities provided not only support the GSA directly but also securely serve 36 other federal boards, commissions, and agencies that rely on the MSA ecosystem.
AI Integration and Cloud Cost Savings
The push to modernize the GSA’s financial systems is already yielding significant dividends. According to CGI Federal, the initial migration of Pegasys and the MSA to AWS was finalized in 2025. That move alone resulted in an estimated 25 percent reduction in hosting costs, alongside a massive 30 to 50 percent improvement in batch processing performance.
Building on that foundation, the new contract aggressively targets manual administrative labor. The updated offering introduces virtual assistants, agentic AI capabilities, and advanced AI-driven data insights. These automated tools directly support the GSA’s “Million Hours Challenge,” a high-priority workforce optimization goal designed to leverage artificial intelligence to automate exception-based processing and reduce massive amounts of repetitive manual labor across the government.
