The U.S. Space Force is rapidly scaling its infrastructure to support high-tempo defense testing and military research. In a major aerospace procurement announcement, the service has officially awarded a highly competitive launch contract to a leading commercial space provider. The newly announced Rocket Lab Space Force suborbital contract represents a $266 million firm-fixed-price agreement to rapidly conduct experimental and suborbital flights directly supporting the military’s latest technology development programs.
Expanding the Suborbital Launch Roster
Awarded by the Space Systems Command’s contracting office at Kirtland Air Force Base in New Mexico, the sweeping agreement explicitly tasks Rocket Lab with executing 12 guaranteed suborbital launch missions, with the government retaining options for an additional six flights.
To conduct these specialized missions, Rocket Lab will operate out of the Pacific Spaceport Complex in Kodiak, Alaska. This provides a highly strategic geographic location for evaluating experimental payloads under realistic flight conditions without placing satellites into permanent orbit. With a scheduled completion date of December 31, 2028, the service is immediately obligating $112 million in fiscal 2025 research, development, test, and evaluation (RDT&E) funds to kickstart launch campaign preparations.
Leveraging the HASTE Vehicle
Unlike traditional orbital launches, these suborbital missions serve as a highly cost-effective method for the Department of Defense to aggressively test complex missile technologies, advanced sensors, and reentry systems. To execute this mission scale, Rocket Lab relies heavily on its dedicated HASTE vehicle.
Derived from its highly proven, commercial Electron small rocket, the Hypersonic Accelerator Suborbital Test Electron (HASTE) was introduced in 2023 specifically to support hypersonic test flights and high-speed defense testing for government customers. By leveraging a commercially developed and highly reliable testbed, the military can rapidly validate emerging capabilities before moving to operational deployment.
A Shifting Defense Acquisition Strategy
The $266 million contract award underscores a massive shift in how the Department of Defense is executing early-stage technology development. Rather than relying exclusively on sluggish, government-owned testing infrastructure or costly cost-reimbursable contracts, the Space Force is increasingly utilizing firm-fixed-price completion agreements with commercial launch providers.
This contract structure places the cost and schedule risk squarely on the contractor, incentivizing rapid execution and cost control while providing the military with massive budget certainty. As hypersonic weapons and autonomous systems become increasingly central to national security, securing dedicated, highly responsive suborbital launch capacity ensures the U.S. military can continuously field next-generation defenses at the speed of relevance.
