The Department of Veterans Affairs is massively expanding its financial commitment to completely overhaul its digital healthcare infrastructure. In a sweeping move to ensure the continuous rollout of its new health system, the agency has officially modified the VA Oracle EHR modernization contract with Oracle Health Government Services. According to a recent award notice published on SAM.gov, the highly anticipated modification raises the contract’s overall ceiling by a staggering $16.94 billion.
Expanding the Contract Scope and Timeline
Awarded by the VA’s Technology Acquisition Center in Eatontown, New Jersey, the modification drastically increases the total potential value of the indefinite-delivery/indefinite-quantity (IDIQ) contract, pushing it from its original $10 billion baseline to nearly $27 billion.
Furthermore, the agency is significantly extending the program’s operational runway. While the original contract was scheduled for completion in May 2028, the new modification extends the primary period of performance through May 16, 2031, by adding three additional one-year, firm-fixed-price option periods. The VA noted that this expanded scope is absolutely critical to successfully sustain enterprise-wide EHR deployment, ensuring continuous funding for training, hosting, testing, and sustainment until all VA medical centers and associated facilities have fully transitioned to the centralized electronic system.
Overcoming Deployment Complexities
The decision to inject nearly $17 billion into the contract ceiling comes after the VA reached its initial financial limit significantly earlier than planned. This accelerated burn rate was largely driven by unforeseen complexities encountered during the system’s initial rollout phases.
According to the agency, deploying the Oracle Health system required extensive, site-specific customizations that went beyond the original scope. To adjust for these realities, the VA based the new $16.94 billion valuation on historical work metrics, its newly standardized deployment model, and the aggressive sustainment requirements necessary to maintain the EHR under an accelerated future schedule.
Resuming the National Rollout
As of July 2026, the new federal EHR system has only been successfully deployed to 14 of the 164 VA medical centers (VAMCs) nationwide. However, the department is actively ramping up its transition timeline. The system is scheduled for deployment at multiple facilities throughout late 2026, including three critical transitions in August at VAMCs in Fort Wayne, Indiana; Marion, Indiana; and Indianapolis. Subsequent deployments are slated for October at the Alaska VA Healthcare System in Anchorage and the Louis Stokes Cleveland VAMC.
The massive scale and complexity of the VA’s EHR rollout highlight the immense challenges involved in federal healthcare modernization. To address these exact hurdles, government and industry leaders are scheduled to gather at the Potomac Officers Club’s 2026 Healthcare Summit on December 3, where discussions will heavily focus on digital tools, artificial intelligence, and data privacy priorities shaping the future of veteran care.
