The U.S. Navy has officially selected two major defense contractors to support massive infrastructure modernization efforts. In a newly announced procurement, Jacobs’ government services business and a joint venture between Wiley|Wilson and Burns & McDonnell have each secured a highly lucrative Jacobs Wiley Wilson Burns McDonnell JV Navy A-E IDIQ contract. These five-year, indefinite-delivery/indefinite-quantity agreements, each valued at a potential $249 million, will provide critical architectural and engineering services to the Naval Facilities Engineering Systems Command (NAVFAC) Washington.
A Comprehensive Scope of Work
According to the Department of War’s recent announcement, NAVFAC Washington conducted a highly competitive procurement process, ultimately receiving 10 offers for the firm-fixed-price contracts. The selected firms are now tasked with executing a wide array of highly technical infrastructure and planning projects across the command’s area of operations.
The scope of work outlined in the original 2024 solicitation is incredibly vast. The awarded contractors will be directly responsible for delivering comprehensive engineering studies, site investigations, and advanced concept planning for infrastructure projects. Furthermore, the required architectural and engineering services extend to specialized tasks, including complex hazardous material surveys, detailed environmental assessments, interior and landscape design, and the preparation of preliminary and final designs complete with rigorous cost estimates. To initiate the agreements, the service obligated $5,000 in fiscal 2026 Navy operations and maintenance funds for each contract at the time of the award.
A Legacy of Naval Infrastructure Support
The successful acquisition of these contracts further cements the deeply established relationship these firms share with the U.S. military. Jacobs, in particular, has a long history of supporting massive naval infrastructure and environmental projects globally.
Previously, Jacobs successfully secured other highly lucrative IDIQ contracts from the Navy, including an $80 million agreement with NAVFAC Atlantic to provide environmental compliance engineering support for military installations worldwide. Additionally, Jacobs, in a separate joint venture with Black & Veatch, was awarded a potential $249 million contract by NAVFAC Pacific for specialized services related to the construction of a missile defense system and related infrastructure. By locking in these latest $249 million awards, both Jacobs and the Wiley|Wilson-Burns & McDonnell joint venture ensure that the Navy’s critical capital infrastructure remains highly modernized and mission-ready.
