This week, we’re unpacking CENTECH Group, Inc. v. United States (Mar. 11, 2025). The Court of Federal Claims (COFC) called out the USAF for dodging payment duties. CENTECH nabbed a NETCENTS-2 task order, got their Bill of Materials (BOM) approved, and ordered the gear—then the USAF bailed, refusing delivery and most of the tab. COFC ruled: government approval means government pays. The court emphasized that once the government approves a contractor’s actions, such as the BOM in this case. Done deal.

💰Government to Slash $65B in Consulting Contracts!

The U.S. government is tightening its belt on consulting contracts, with major firms like Booz Allen Hamilton, Deloitte, and Accenture facing billions in potential cuts. The General Services Administration (GSA) has ordered agencies to review and justify contracts with the top 10 highest-paid consulting firms, including big companies, signaling a shift in government spending priorities.
What’s Shaping the GovCon Landscape in March 2025?
The GSA’s review targets the top 10 consulting firms, Accenture Federal Services, Booz Allen Hamilton, CGI Federal, Deloitte Consulting, General Dynamics IT, Guidehouse, HII Mission Technologies, IBM, Leidos, SAIC, which are set to receive over $65 billion in fees in 2025 and beyond.
- The Department of Defense (DOD), one of the biggest spenders on consulting contracts, is conducting a comprehensive review to terminate or descope non-essential contracts.
- The Department of Veterans Affairs (VA) paused its contract terminations after cutting 875 programs, some of which supported veteran medical services, cancer programs, and burial services.
Despite claims of saving $10 billion, data shows that 40% of terminated contracts yield no savings, as funds were already obligated.
DOGE Claims It Has Saved Billions. But Really?
Despite all the attention, the contract cuts may not be saving much money for taxpayers. Data published by the Department of Government Efficiency (DOGE) finds that 794 out of 2,300 contracts terminated in recent weeks, or about 40%, are expected to yield no savings.

Smaller contractors bring agility, innovation, and cost-efficiency to the table—qualities that are increasingly valued in today’s government contracting landscape. This is their moment to shine.
