As cybercriminals and nation-state actors deploy increasingly sophisticated tactics to exploit federal infrastructure, the government is moving rapidly to secure how citizens access critical public services. In a major step toward modernizing digital access, Xcelerate Solutions and its subcontractor, Socure, have officially secured a massive Xcelerate Socure Login.gov NG BPA order. Valued at $163 million over five years, this crucial call order will fundamentally upgrade the identity verification processes used by millions of Americans.
Modernizing the “One Account for Government”
Awarded by the General Services Administration on May 1, the new call order falls under Functional Area Three of the 2024 Login.gov Next Generation Identity Proofing Blanket Purchase Agreement (BPA). Login.gov is explicitly designed to serve as the public’s single, secure account for accessing a vast array of participating government agency systems.
To ensure this gateway remains both accessible and impenetrable, Xcelerate and Socure are deploying a privacy-first approach to identity verification driven by real-time risk data. Operating within Socure’s FedRAMP Moderate-authorized environment, the upgraded system will continuously leverage advanced digital identity verification technologies—including real-time identity resolution, attribute validation, behavioral analytics, and automated fraud detection—to accurately confirm user identities without creating unnecessary friction for the public.
Combating “Fraud 4.0”
The push for this technological overhaul is driven by an urgent need to outpace rapidly evolving cyber threats. Jordan Burris, head of public sector at Socure, emphasized that legacy systems simply cannot withstand what he refers to as “Fraud 4.0.” With organized networks leveraging advanced, automated techniques to bypass traditional security measures, Burris noted that an adaptive, highly data-driven approach is the only credible way for the government to stay ahead of malicious actors.
By heavily integrating Socure’s cutting-edge artificial intelligence, machine learning, and biometric capabilities into the Login.gov workflow, the platform will be able to dynamically adapt to new threat vectors as they emerge in real-time, ensuring equitable and secure access for all legitimate users.
A Unified Partnership for Public Good
Executing a modernization effort of this scale requires a seamless blend of strategic oversight and specialized technology. Under this contract, Xcelerate Solutions brings deep, proven expertise in personnel security, complex technology integration, and enterprise vetting. By merging this operational experience with Socure’s industry-leading digital verification platform, the partnership provides a comprehensive solution for the GSA.
Jim Dufford, Xcelerate’s Vice President of the Law Enforcement Portfolio, highlighted the strategic importance of the collaboration. He noted that the $163 million effort directly supports the company’s core mission of helping the federal government deliver secure, seamless experiences to the public, ensuring that accessing vital government services remains both safer and easier for millions of Americans.
