As global competition intensifies to build and deploy utility-scale, fault-tolerant quantum computers, major technology firms are aggressively consolidating specialized engineering talent and advanced hardware capabilities. In a major tech sector move, the IBM completed HRL Laboratories quantum acquisition has been officially finalized, bringing the renowned research and development institution under the tech giant’s corporate umbrella.
The Backstory
The acquisition, initially announced in July, sees IBM taking full ownership of HRL Laboratories from its previous joint owners, Boeing and General Motors. The deal is fundamentally structured to broaden IBM’s approach to advanced computing. While IBM has historically established itself as the dominant industry leader in superconducting quantum architectures, HRL brings deep, highly specialized expertise in silicon-spin qubits.
By bringing both hardware modalities in-house, IBM is uniquely positioning itself to tackle the immense engineering challenges associated with scaling quantum systems. In addition to core qubit research, HRL brings a wealth of specialized knowledge in critical adjacent technologies, including advanced cryogenics, control electronics, qubit interconnects, packaging, and high-precision quantum sensing. This expanded portfolio of capabilities is expected to directly support IBM’s aggressive hardware roadmap, which targets the delivery of the IBM Quantum Starling system—a massive, fault-tolerant quantum computer expected by 2029 to perform 100 million quantum operations.
The bigger picture
The integration of HRL Laboratories also deeply complements IBM’s broader strategic investments in domestic quantum manufacturing infrastructure. In May 2026, IBM announced the creation of Anderon, a pure-play quantum wafer foundry established with support from the U.S. Department of Commerce.
By leveraging HRL’s deep expertise in silicon-based technologies and novel quantum materials, IBM gains an immediate opportunity to align those capabilities with the Anderon foundry. This synergy is specifically expected to accelerate the development of scalable manufacturing approaches for spin qubits, ultimately enabling faster prototyping and production cycles for the complex components required by defense, aerospace, and intelligence customers.
Continuing strategic partnerships
While Boeing and General Motors have officially divested their ownership stakes in the Malibu, California-based laboratory, both aerospace and automotive giants have confirmed they will continue to actively partner with IBM.
