The government contracting (GovCon) industry is navigating a pivotal period of disruption, heavily characterized by shifting federal priorities and an increasingly complex technological landscape. According to the newly released findings from Unanet and CohnReznick, these pressures are fundamentally separating high-performing contractors from the rest of the pack. The highly anticipated insights from the GAUGE Report Unanet 10th Kim Koster Chris Crowder analysis reveal that while overall confidence in the federal market has slipped, AI-mature firms are aggressively pulling ahead.
A Decline in Overall Industry Confidence
The comprehensive 10th annual GAUGE Report, which surveyed over 1,200 contracting professionals, paints a picture of an industry balancing resilience with rising pressure. A significant finding from the 2026 study is that nearly 60 percent of respondents reported a decline in their confidence regarding federal contracting over the past year. Furthermore, 70 percent indicated they have been directly affected by persistent procurement slowdowns and federal market volatility.
Kim Koster, vice president of GovCon strategy at Unanet and a recognized GovCon Expert, noted that this uncertainty creates a uniquely challenging operating environment. Firms with lower profit margins and lower contract win rates expressed the highest levels of pessimism. In contrast, successful, high-performing firms remained noticeably more optimistic about future pipeline opportunities.
The Rise of the AI-Mature Contractor
Against this backdrop of market hesitation, the report delivers a highly clear message: the strategic gap between AI-ready firms and the rest of the industry is widening at an incredible pace. The percentage of government contractors actively utilizing artificial intelligence has climbed dramatically, skyrocketing from 33 percent in 2024 to an astounding 70 percent in 2026.
Chris Crowder, an industry veteran with over two decades of experience helping contractors optimize operations, emphasized that the GovCon community has officially crossed a major technological threshold. According to the report, AI-mature contractors are consistently reporting win rates exceeding 50 percent and net profit margins greater than 10 percent. While business development and proposal support remain primary drivers for AI adoption, its use for complex compliance operations is also rapidly accelerating, jumping to 36 percent of firms from just 14 percent the previous year.
Operational Discipline Remains Key
While advanced technology is a massive differentiator, the GAUGE Report Unanet 10th Kim Koster Chris Crowder insights strongly emphasize that artificial intelligence must be paired with foundational operational maturity. The most successful government contractors are distinguishing themselves through deeply integrated systems and rigorous project management disciplines.
Koster highlighted that maintaining a mature Project Management Office (PMO) serves as one of the strongest indicators of success. The firms consistently winning highly competitive federal awards are those actively forecasting long-term staffing needs, aggressively conducting internal audits, and fully leveraging unified platforms to connect their people, projects, and financials. Ultimately, as the federal sector continues to demand greater efficiency and stricter compliance, the companies actively adapting to change and embracing AI-driven innovation are the ones positioned to dominate the next decade of government con
