The General Services Administration (GSA) has officially expanded the roster for one of its most highly anticipated technology procurement vehicles. In a newly released preaward notice, the agency identified an additional 17 companies joining the ranks of the GSA Polaris IT GWAC SDVOSB apparently successful offerors. This announcement marks the second major wave of selections for the Service-Disabled Veteran-Owned Small Business (SDVOSB) pool, signaling continued momentum for the highly lucrative federal IT contract.
A Premier Procurement Platform
Polaris is explicitly designed as a next-generation small business GWAC (Governmentwide Acquisition Contract). Its primary objective is to equip federal agencies with a streamlined, flexible platform to acquire cutting-edge technology services directly from highly vetted, non-traditional civilian and defense contractors.
The scope of this massive small business GWAC encompasses a wide array of emerging technologies. Federal agencies will rely on Polaris to rapidly procure critical solutions, including:
- Artificial intelligence and machine learning
- Robotic process automation (RPA)
- Advanced IT security and cyber defense
- Complex software development and systems design
- Blockchain and distributed ledger technology
By establishing four distinct socio-economic pools, the GSA intends to significantly broaden the federal industry partner base while improving the customer experience and granting emerging tech firms greater access to federal revenue.
Phased Award Approach
According to the official notice published on SAM.gov, the GSA is currently only considering formal protests that directly challenge the specific size and socio-economic status of the 17 newly listed offerors. Any such challenges will be immediately referred to the Small Business Administration (SBA) for final adjudication.
This latest batch of selections builds upon a highly competitive, phased award methodology. The timeline for the SDVOSB pool has been systematically rolling out over the past year:
- August 2025: The GSA releases its initial list of apparently successful offerors.
- November 2025: The agency officially announces the first 23 successful offerors for the Phase 1 contract awards.
- December 2025 & January 2026: Four additional successful vendors are evaluated and integrated into the pool.
- June 2026: 17 additional ASOs are publicly named in the second major preaward notice.
Expanding the Vendor Pool
The GSA heavily emphasized that the Polaris SDVOSB awards are being executed using this phased approach to ensure strict adherence to the solicitation’s rigorous evaluation process. Because the Polaris vehicle has no defined contract ceiling, identifying a robust, highly capable pool of vendors is critical to its long-term operational success.
For the contracting community, the window of opportunity remains open. The agency noted that the comprehensive assessment of all remaining proposals is still actively underway. Offerors who were not explicitly included in this current phase remain under active consideration for future awards, ensuring that the federal government will have continuous access to the absolute best and brightest service-disabled veteran-owned tech firms in the nation.
